The $40B Strategic Communications Campaign

Who
A Fortune 100 Aerospace and Defense Company

The Issue
The Department of Defense (DOD) was selecting a contractor to develop and build a new radar that would generate an estimated $40B of revenue for the winner over the program’s 30-year lifecycle.

The Challenge
Two other companies’ solutions were being considered. The company I worked for at the time had the best technical solution and was the only one who could deliver what the customer had asked for, but the competitors were trying to water down the competition’s evaluation criteria.

The Opportunity
If the competitors were successful in changing the evaluation criteria, the ultimate customer—the military —would have been deprived of a capability they needed to outpace and overmatch the Chinese and Russian threats.

The Plan
We built a multifaceted communications strategy that highlighted the importance of keeping the evaluation criteria as stringent as possible. Simultaneously, we conducted an aggressive integrated outreach campaign across multiple channels — press, digital and social, advertising, and community relations. We also used creative avenues to call attention to the negative repercussions of changing the evaluation criteria, specifically targeting influential audiences in Washington, D.C., and other important national security regions.

The Outcome
Senior administration officials and influential analysts began publicly making statements about the need to keep the requirements for the competition as strenuous as possible. There was also intense media coverage around the topic. After one of the competitors publicly admitted they were trying to persuade the DOD to alter the evaluation criteria, a senior government official publicly emphasized that he was committed to having as tough a competition as possible — and then followed through. The competition was incredibly challenging. Ultimately only one solution — ours — was found capable of meeting the customer’s stringent requirements. It was selected, securing the franchise and ensuring our service members truly had the world’s most capable solution.

You and your team will have the opportunity to review the proposal; if necessary, we will revise the proposal’s scope based on your feedback. Once everything meets your expectations, we’ll finalize the contract and formalize our partnership.
